The asshole in chief could refuse to spend money Congress authorizes, or veto a spending bill. Then if a veto is overridden he could again refuse to disburse the funds.
In that case there are two ways to hold him accountable other than the election. The courts and impeachment.
The courts will grind slowly as the recent SCOTUS decision regarding NY State and Congress wanting the tax returns. Impeachment depends on spinless bastards ala McConjob doing something right for a change.
So … in theory yes. But any reasonable court would put an emergency order in place to require the funds allocated be distributed. So, a bill has to pass Congress and be signed, or a veto overridden.
