Also, I was looking at 2002 Television and Cable Factbook. Besides the old expired construction permit of analog Channel 40 in the Portland area. I notice that there were couple of Applications for the Portland area analog tv channels. Channel 30 ETV and Channel 40. Also, I couldn’t find it, but I remember that there was an application for Channel 14 (Education License)in Vancouver Wa.

Good catch! This all makes semse. The Television Capital Corp. of Portland is the same group involved in the 2017 FCC decision.
The original KLRK licensee tried for UHF 14 but that allocation had been set aside for non-commercial use. At least this pushed a commercial allocation for 49. I was always surprised that some Washington state educational entity did not grab Vancouver’s 14. I surmise the buildput of KCKA-15 Centralia overlapped much of the theoretical coverage a TV14 would have had over Washington state.August 30, 2020 at 11:18 am #47624semoochieParticipant
