Passed by Congress and now in the FCC process whereby the comments of all interested and concerned parties are solicited and evaluated.

They issued the FIFTH REPORT AND ORDER, FOURTH FURTHER NOTICE OF PROPOSED RULEMAKING AND FOURTH ORDER ON RECONSIDERATION and FOURTH REPORT AND ORDER AND THIRD ORDER ON RECONSIDERATION in March.

Portland is spectrum limited. The “3” avails listed in 29A2 can be found in the mitreB link in my previous post and probably refer to Wilsonville, Oregon City, Canby and/or Sandy. That is as close as any new 100 W LPFM’s are going to get to Portland, and clearly will be DX’ble but of limited impact and receivable quality to the market as a whole.
