Another Bend group hired another Bay Area vet, Jack Friday years ago. I think what we are seeing is radio pros looking for stable situations in markets that are not controlled by corporate stock quotes. What a strange turn of events. Now the trend is real pros are in the small markets. I would hope many listeners in these smaller markets realize it, but I doubt it. It also reveals radio pros who love their industry so much it doesn't matter where they do it, and at what price.

--------------------------------------Peak Broadcasting Out Of Chapter 11--------------------------------------

PEAK BROADCASTING just reported that it has emerged from Chapter 11 protection, which it entered earlier this year. The senior management team of CEO TODD LAWLEY and CFO TIM LYONS remains in place; all operations continue in FRESNO and BOISE.

PEAK exited Chapter 11 with a new credit facility that represents less than half the debt load the company had carried prior to its financial restructuring. "By significantly reducing the amount of debt outstanding on our balance sheet, this transaction provides PEAK with the flexibility to invest in our business to ensure that we continue to provide best-in-market audio programming to our consumers and marketing solutions to our clients," LAWLEY stated.

As part of the exit from Chapter 11, the PEAK broadcast licenses officially transferred to TRUSTEE CLAUDIA HORN, EVP/CFO of BMTllc. The Trust has LMA'd the stations back to PEAK pending FCC approval of the transfer of licenses from the Trust to the newly formed PEAK, which is expected in the next 60-90 days. The Trust effective date was MARCH 15th.

-----------------Impact Names Mark Feather PD For KSRV And KWYD; Two Others Promoted-----------------

IMPACT RADIO has appointed MARK FEATHER PD for Adult Hits KSRV (96.1 BOB-FM) and Top 40/Rhythmic KWYD (WILD 101)/BOISE, ID. IMPACT has also upped KSRV Production Dir. JAMES GARNER to APD while RYAN DILLON (DEELON) is promoted to APD/MD for KWYD.

FEATHER previously programmed stations in KANSAS CITY, BAKERSFIELD, DENVER, RIVERSIDE and ALBUQUERQUE. "After a lengthy interview process which included some excellent candidates, we are excited to welcome MARK FEATHER to oversee programming for these two stations," Market Manager DARRELL CALTON said. "His winning track record and track record in markets of all sizes and leadership skills will be a great fit with these two brands."

Regarding GARNER and DILLON, CALTON added, "Both JAMES and RYAN have made great contributions to these brands since they’ve been here. We want to recognize their hard work and give them the opportunity to become more involved in our ongoing success."

"I'm proud to make my return to day-to-day radio programming with IMPACT RADIO GROUP, and WILD and BOB," FEATHER started. "I've done sales and syndication and a host of other things of late, only to discover that programming radio stations remains where my true passion lies. Plus, I'm blown away by the amount of talent already in place at these stations, and the tools to dominate the market that are at my immediate disposal. Needless to say, I can't wait to get started!"

Just after applying to license its new facilities KWXS 107.7 has applied to increase power from 800 watts to 2.5KW. This will put their 70dbu contour through the center of Bend, which is currently within 60dbu but 70 misses it completely. I'm surprised that such a small increase makes so much difference!

  7. Notice that to get the extra power KWXS is proposing forcing "the un-built CP... KBDF on Channel 299A at Diamond Lake, Oregon" from 107.7A to 98.1A.

  14. Bend will have a new C2 at 106.5, and the LPFM in Sisters will need to find a new frequency.

----------FCC Proposes $25,000 Fine Against Pacific Empire Radio Corp. For Public File Violations----------

The FCC has proposed a $25,000 fine against PACIFIC EMPIRE RADIO CORP. for public file rule violations at Talk KLBM-A and Classic Rock KUBQ (CLASSIC ROCK 98.7)/LA GRANDE, OR; Talk KBKR-A/BAKER, OR; and Oldies "BOOMER RADIO 95.9 AND 105.9" simulcast KKBC-F/BAKER, OR and KRJT/ELGIN, OR.

An inspection found that the stations' files did not contain quarterly issues/programs lists from the third quarter of 2008 through the second quarter of 2011. The fine was reduced from the statutory $10,000 per station due to a history of overall compliance with the rules and the likelihood that all the lists would have been similar due to the stations sharing a single market.

    This depends on KNRQ's move.

    "Description: MULTIPLE OWNERSHIP

AS DEMONSTRATED IN THE RADIO MARKET ANALYSIS APPENDED HERETO, THE PROPOSED ACQUISITION OF STATION KXPC-FM WILL RESULT IN CUMULUS LICENSING LLC ('CUMULUS') HOLDING AN ATTRIBUTABLE INTEREST IN FIVE (5) FM STATIONS IN A RADIO MARKET IN WHICH NOT MORE THAN FOUR (4) COMMERCIAL STATIONS IN THE SAME SERVICE MAY BE COMMONLY OWNED. ONE OF THOSE STATIONS, HOWEVER, IS KNRQ-FM, WHICH HAS BEEN ISSUED A CONSTRUCTION PERMIT TO CHANGE ITS COMMUNITY OF LICENSE TO ALOHA, OREGON (FILE NO. THUS, UPON COMPLETION OF CONSTRUCTION OF KNRQ-FM'S MODIFIED FACILITY AT ALOHA, THE INSTANT APPLICATION WILL BE IN COMPLIANCE WITH SECTION 73.3555(A)(1)(II) OF THE COMMISSION'S RULES BECAUSE CUMULUS WILL HOLD AN ATTRIBUTABLE INTEREST IN ONLY FOUR (4) FM STATIONS IN THE RELEVANT RADIO MARKET. CUMULUS THEREFORE REQUESTS A TEMPORARY WAIVER OF SECTION 73.3555(A)(1)(II) OF THE RULES TO ALLOW SUFFICIENT TIME TO COMPLETE CONSTRUCTION OF KNRQ-FM'S MODIFIED FACILITY AT ALOHA, OREGON, WHICH WILL BE PRIOR TO CONSUMMATION OF THE PROPOSED TRANSACTION."

I'm a little confused here. I was under the impression that they had moved from 93.5 to 106.1 sometime ago, thereby allowing KACI to move from 97.7 to 93.5.
